You're explorer is fault. I dunno why, it just happen. It controls what you know as explorer, the taskbar and the desktop. Get a new explorer.exe, it might be on your window setup cd.
You can survive without explorer for some time, but if it comes up to shifting something in the control panel, within is no other way than to use explorer.
